1. A base station comprising:
at least one memory storing instructions; and
at least one processor configured to process the instructions to:
control a communication session of a user equipment (UE) via the base station and a user plane function;
receive, from a core network node, UE subscription information indicating which service area can serve the UE;
determine a mobility action type from at least handover or redirection, to select a target node to which the communication session is to be transferred, using the UE subscription information in a case where the target node is in accordance with 3rd generation partnership project (3GPP) access; and
not apply the mobility action type in a case where the target node is in accordance with non-3GPP access.
