transmitting, to a base station, a random access preamble;
receiving, from the base station, a first physical downlink control channel (PDCCH) associated with a random access response (RAR);
receiving, from the base station, the RAR on a physical downlink shared channel (PDSCH) based on the first PDCCH;
transmitting, to the base station, a physical uplink shared channel (PUSCH) scheduled by an uplink grant of the RAR; and
receiving, from the base station, second PDCCH associated with a contention resolution message,
wherein a bandwidth of the first PDCCH for RAR and a bandwidth of the second PDCCH for the contention resolution message is less than or equal to a reception channel bandwidth of the terminal, and
wherein the reception channel bandwidth of the terminal is less than a carrier bandwidth of a serving cell of the base station.
