1. An information processing apparatus, comprising:
receiving circuitry configured to receive, from a first device configured to receive broadcast-type moving picture content, a notice of data including a location or an acquisition method of information suggesting an action of a virtual character, the action corresponding to an event that occurs in the broadcast-type moving picture content; and
processing circuitry configured to acquire the information based on the data, determine whether user data that fits a category of emotion data exists, control the virtual character to implement a first emotional expression in response to determining that the user data that fits the category does not exist, and control the virtual character to implement a second emotional expression different from the first emotional expression and corresponding to the user data, in response to determining that the user data that fits the category exists.
