1. A computer-implemented method for congestion control service comprising:
given an end device connected to a network via an information handling system in the network, in which one or more information handling systems in the network comprises a congestion control service to distribute congestion control information, performing steps comprising:
sending, from the end device, a state change registration (SCR) to receive one or more registered state change notifications (RSCNs);
upon receiving an SCR acceptance, sending, from the end device, a first congestion control request to the congestion control service to receive congestion control information that is relevant to the end device;
receiving, from the congestion control service at the end device, congestion control information that comprises an indicator of an action for the end device that, when implemented, causes a behavior of the end device; and
implementing the action at the end device to affect behavior of the end device based upon the congestion control information that was received from the congestion control service.
