1. An apparatus comprising:
at least one processor;
a display control unit configured to cause a display screen to display text using the at least one processor, wherein the text is an operating manual;
a first detection unit configured to detect a subject area which a user is looking at in the text using the at least one processor;
a second detection unit configured to detect a slow area where a moving speed of the subject area decreases using the at least one processor;
a storage unit configured to store location information of each slow area in the text using the at least one processor;
a statistics unit configured to perform a statistical processing on the location information of each slow area stored by the storage unit using the at least one processor; and
a determining unit configured to determine an understanding level of the user of the text based on a result of the statistical processing by the statistics unit using the at least one processor, wherein the determining unit is configured to determine the understanding level of the user for each section of a plurality of sections included in the text; and
a setting unit configured to set a privilege to operate an object of the operating manual for the user, based on the understanding level determined by the determining unit, using the at least one processor.
