1. A method performed by a terminal in a wireless communication system, the method comprising:
receiving, from a base station, a system information block 1 (SIB1) including at least one system information (SI) request resource, and information on a number of synchronization signal blocks (SSBs) per random access channel (RACH) occasion, wherein the at least one SI request resource includes a random access (RA) preamble start index;
selecting an SSB among at least one SSB based on a threshold;
selecting a random access preamble corresponding to the selected SSB, based on the RA preamble start index;
identifying a physical random access channel (PRACH) occasion corresponding to the selected SSB; and
transmitting, to the base station, the random access preamble in the PRACH occasion,
wherein, in case that a number of the at least one SI request resource is one, the at least one SI request resource is used for all SI messages, and in case that the number of the at least one SI request resource is larger than one, an SI request resource among the at least one SI request resource corresponds to an SI message.
