1. A method, comprising:
in response to identifying that a vehicle has stopped at a traffic signal or that the vehicle is approaching the traffic signal at a speed that is at or below a threshold speed, determining a level of access to grant to a mobile device of a user based on a time-to-green (TTG) signal from the traffic signal, wherein the TTG signal indicates a time until the traffic signal changes from red to green,
wherein the determining the level of access to grant to the user further comprises:
based on the TTG signal, determining whether sufficient time exists to grant the user full access to the mobile device,
based on the TTG signal, determining whether sufficient time exists to grant the user partial access to the mobile device, or
based on the TTG signal, determining whether sufficient time exists to display selected information to the user without granting the user access to the mobile device;
granting the user the level of access that has been determined;
in response to the granting the user the level of access that has been determined, initiating a time-to-block (TTB) timer that adds a certain time to the time until the traffic signal changes from red to green; and
in response to an expiration of the TTB timer, blocking all access to the mobile device.
