1. An apparatus for wireless communications at a first wireless device, comprising:
one or more memories; and
one or more processors coupled to the one or more memories and configured to cause the first wireless device to:
send a candidate list of communication candidates based at least in part on a pathloss mode for the first wireless device, wherein the communication candidates comprise at least two wireless devices selected based at least in part on an angular separation with reference to the first wireless device that supports communication via a common communication beam;
receive an indication to communicate with a subset of wireless devices included in the candidate list based at least in part on the candidate list; and
communicate with the subset of wireless devices via the common communication beam based at least in part on the receipt of the indication to communicate with the subset of wireless devices.
