1. A user equipment (UE) for wireless communication, comprising:
one or more memories; and
one or more processors, coupled to the one or more memories, configured to:
transfer, before a packet data convergence protocol (PDCP) reordering timer period has elapsed and from a reordering window, an incomplete sequence of one or more packets,
wherein the UE transfers the incomplete sequence of the one or more packets before the PDCP reordering timer period has elapsed after determining that one or more packet transfer criteria are satisfied, the one or more packet transfer criteria including one or more of:
a relative size of the PDCP reordering timer period to one or more time periods;
a presence of a loss recovery procedure for the one or more packets;
a type of data traffic associated with the one or more packets; or
a traffic flow characteristic associated with the one or more packets, wherein the traffic flow characteristic is a traffic type, a service data adaptation protocol (SDAP) header, tuple information, a bit rate, or a header compression traffic characteristic.
