1. A network device, comprising:
one or more memories storing processor-executable code; and
one or more processors coupled with the one or more memories and individually or collectively operable to execute the code to cause the network device to:
transmit, to a user equipment (UE), a first set of network coding encoded packets using a first redundancy overhead;
receive, from the UE and in response to transmission of the first set of network coding encoded packets, a first message comprising a feedback message or a retransmission request that is associated with the transmission of the first set of network coding encoded packets using the first redundancy overhead, the first message indicating, via the feedback message or the retransmission request, a packet failure rate indication for the first redundancy overhead that is associated with a quantity of unsuccessfully received packets from the first set of network coding encoded packets, wherein a packet failure rate for the first redundancy overhead is estimated based at least in part on the packet failure rate indication indicated via the feedback message or the retransmission request;
transmit one or more second sets of network coding encoded packets using a second redundancy overhead that corresponds to the packet failure rate that is based at least in part on the feedback message or the retransmission request; and
transmit a third set of network coding encoded packets to a second UE different from the UE, wherein the third set of network coding encoded packets uses a third redundancy overhead different from the first redundancy overhead and the second redundancy overhead.
