1. An image decoding apparatus comprising:
a memory; and
at least one processor connected to the memory, the at least one processor configured to:
obtain, from a bitstream, a first syntax element specifying whether to constrain luma mapping with chroma scaling (LMCS);
obtain, from the bitstream, a second syntax element specifying whether LMCS for a current video sequence is allowed; and
reconstruct a current picture within the current video sequence based on the second syntax element,
wherein the second syntax element is parsed from the bitstream independently of the first syntax element, and
wherein a value of the second syntax element is determined based on a value of the first syntax element.
