1. A method executed by a processor, the method comprising:
receiving a network configuration request from a site manager at a site of a network, wherein the network configuration request comprises location information of the site of the network;
based on the location information, identifying a geographic domain that includes the site of the network;
identifying a server cluster mapped to the geographic domain;
determining whether a network function exists in the server cluster and is capable of managing the network; and either
based on determining that a network function exists in the server cluster and is capable of managing the network, using the existing network function to configure the network, or
based on determining that no network function exists in the server cluster and is capable of managing the network, creating a new network function in the server cluster and using the new network function to configure the network.
