1. A coded bit distribution method comprising:
generating coded bits by performing channel coding on information bits according to a modulation and coding scheme (MCS); and
distributing the coded bits to a plurality of resource units in a cyclic polling manner and according to the following preset relationship:

wherein Ni is a quantity of preset resource units comprised in the ith resource unit,
wherein Ni is based on rounding off a quotient of a quantity of tones in the ith resource unit and a quantity of tones in a preset resource unit,

wherein M is a quantity of the plurality of resource units, and
wherein si is a modulation order of constellation point mapping comprised in the MCS for the ith resource unit.
