1. A scratch-off marking pad comprising:
a first layer comprising a polymer film;
a second layer comprising a release coating, the release coating having a low surface energy and the second layer being in direct contact with the first layer;
a third layer comprising an opaque water-based ink, the third layer being in direct contact with the second layer; and
a fourth layer comprising an opaque ultraviolet (UV) light-cured water-resistant ink, the fourth layer being in direct contact with the third layer,
where the color of the first layer is contrasting to the combined color of the third layer and the fourth layer,
where the third layer and the fourth layer are strongly adhered to one another, and
where the adhesion between the first layer and the third layer is weak enough such that a scratching force applied to the fourth layer will remove a portion of the third layer and a portion of the fourth layer to expose a portion of the first layer, the exposed portion having a visible shape that follows the shape of the scratching force.
