1. A method for manufacturing an implant including an upper layer, an intermediate layer, and a lower layer separate from the upper layer, the method comprising:
forming the intermediate layer by:
preparing a mixture comprising poly (lactide-co-glycolide) (PLGA), an active agent, and a solvent, and
evaporating at least some of the solvent from the mixture to form the intermediate layer, wherein the active agent constitutes from 40 wt % to 80 wt % of the intermediate layer; and
dip coating PLGA onto an upper surface and a lower surface of the intermediate layer to form the upper layer and the lower layer, wherein the upper layer and the lower layer are configured to control release of the active agent from the intermediate layer.
