13. A method for facilitating handover between available access gateways associated with a plurality of blockchain-based mobile networks by an offloading gateway comprising an artificial intelligence system, a cellular network interface configured to enable communication with a particular user equipment, and a blockchain interface, the method comprising:
generating, by the artificial intelligence system, matching scores for the available access gateways associated with the plurality of blockchain-based mobile networks, wherein each matching score is indicative of expected network integrity of a particular access gateway for the particular user equipment comprising a decentralized SIM hosting a Java Card applet
configured locally with a trained artificial neural network that is also used by the offloading gateway to autonomously connect with blockchain-based mobile networks; and
facilitating, by the artificial intelligence system and in conjunction with the cellular network interface and the blockchain interface, handover of the particular user equipment between two of the available access gateways associated with the plurality of blockchain-based mobile networks based on an identification of a highest matching score between the two available access gateways, and the expected network integrity is determined based on a secure exchange of proof-of-coverage information and proof-of-quality information between the offloading gateway and the particular user equipment.
