1. A method for evaluating an effectiveness of an electronic stimulus comprising:
a server platform device receiving a request from a signal requestor device for behavioral data, wherein the request for the behavioral data comprises a reference point for a behavior;
the server platform device sending a request to a stimulus transmittal device for a first set of anonymized identifiers associated with a plurality of devices exposed to the electronic stimulus by the stimulus transmittal device during a time period;
wherein each of the first set of anonymized identifiers represents an identity of one or more of the plurality of devices,
wherein the first set of anonymized identifiers corresponds to a first set of internally held identifiers within the stimulus transmittal device, and
wherein the first set of internally held identifiers is not transmitted by the stimulus transmittal device;
the server platform device receiving the first set of anonymized identifiers from the stimulus transmittal device;
the server platform device translating the first set of anonymized identifiers to a second set of anonymized identifiers;
the server platform device sending the second set of anonymized identifiers and the reference point to a signal provider device,
wherein the second set of anonymized identifiers corresponds to a second set of internally held identifiers within the signal provider device, and wherein the second set of internally held identifiers is not transmitted by the signal provider device,
wherein the signal provider device constructs at least one signal relating to the behavioral data from raw data stored on the signal provider device for the second set of internally held identifiers based on the reference point and a comparison of the raw data to aggregated behavioral data for a randomly selected control group of devices exposed to at least one of the electronic stimulus or a different electronic stimulus,
wherein the raw data remains localized on the signal provider device, and wherein the at least one signal does not include the raw data, and
wherein the at least one signal relating to the behavioral data comprises an indication of additional behavioral data of a randomly selected group of the second set of internally held identifiers;
the server platform device receiving the at least one signal relating to the behavioral data from the signal provider device; and
the server platform device sending the at least one signal relating to the behavioral data to the signal requestor device.
