an open cell foam layer having a width to fit within the perineal area; and
a substance having a viscosity of at least 400 centipoise integrated with the open cell foam layer which provides a gel like consistency and allows passive diffusion of the substance through the open cell foam layer to give a uniform saturation, the substance comprising witch hazel, aloe vera, and water;
wherein the open cell foam layer has a thickness of about 1 millimeter to about 30 millimeters such that the open cell foam layer is flexible and can conform to the perineal area of the woman when hydrated and frozen.
