1. A server to be used to make, of an emergency responder that is able to respond in an emergency, a dispatch request for a vehicle that has reported an emergency, the server comprising:
a server communicator configured to receive an emergency report transmitted from the vehicle, the emergency report including information associated with a category of the emergency;
a server memory configured to hold information on emergency responders that are able to be called out; and
a server processor configured to select, from the server memory, one or more of the emergency responders to be called out based on the emergency report, in a case where the server communicator receives the emergency report from the vehicle,
wherein the emergency responders include:
dispatch teams, each being a business emergency response entity equipped to handle emergencies; and
drivers, each having a personal vehicle other than the vehicle that has reported the emergency, and being available to assist in one of at least getting stuck, a flat battery, and a fuel shortage, and wherein the dispatch teams and the drivers are distinct from one another, and
wherein the server processor is configured to select one of the drivers over the dispatch teams when the emergency report from the vehicle that has reported the emergency relates to one of at least the getting stuck, the flat battery, and the fuel shortage.
