1. A method at a first computing device providing a local traffic service, the local traffic service controlling traffic prioritization in a local region, the method comprising:
receiving registration information for a vehicle, the registration comprising a vehicle identifier for the vehicle;
associating a priority level to the vehicle based on the registration information;
receiving a request from the vehicle for a different priority level;
assigning a new priority level to the vehicle based on the request;
managing the vehicle within the local region, the managing comprising sending commands to the vehicle based on the new priority level associated to the vehicle;
detecting that the vehicle is transitioning to a region of control of a second local traffic service, the detecting comprising:
determining a trajectory of the vehicle;
determining a last Road Side Unit (RSU) of the local region, the last RSU of the local region being one of a plurality of RSUs within the local region, which is the last RSU to be encountered by the vehicle as it leaves the local region; and
determining that the vehicle is in range of the last RSU; and
providing, to a master traffic service, priority information for the vehicle, the priority information comprising the new priority level, and an indication that the vehicle is leaving a region of control of the local traffic service;
wherein the master traffic service is a service which coordinates management of vehicles between local traffic services.
