1. A spacecraft reaction control system comprising:
a forebody having a center of mass;
a plurality of tethers attached to and extending from said forebody, wherein at least two of the plurality of tethers are connected by a ladder element, and wherein a differential tether force generated by drag acting on the plurality of tethers during reentry is offset from the center of mass.
