1. A hydrophilic and hydrophobic composite packing-based rotating packed bed, wherein the rotating packed bed comprises:
a rotating chamber, a packing is provided in the rotating chamber, the packing is used to cut a liquid into liquid microelements in micron-nano size, wherein
the packing comprises a first part and a second part provided around a center of the rotating chamber, the second part is located on an outer side of the first part, the surface of one of the first part and the second part is a hydrophilic surface, and the surface of the other is a hydrophobic surface
wherein the packing further comprises a third part, the third part is located between the first part and the second part, and a water contact angle of the surface of the third part is between the surfaces of the first part and the second part.
