1. A system comprising:
at least one memory storing machine-executable instructions; and
at least one processor configured to access the at least one memory and execute the machine-executable instructions to:
determine a static region of interest comprising a geographical portion of a roadway comprising a roadway feature;
examine available resources comprising at least one of: (i) connected vehicles or (ii) roadside equipment to generate a knowledge hub about the static region of interest;
determine, using the knowledge hub, a plurality of appropriate notifications associated with the static region of interest at a plurality of corresponding distances from the static region of interest, wherein each appropriate notification comprises instructions for a vehicle to navigate the geographical portion of the roadway comprising the roadway feature according to a distance of the vehicle from the static region of interest;
monitor, using the knowledge hub, a location of a first vehicle to determine whether the first vehicle has entered within a parameter of the static region of interest; and
notify, via the knowledge hub, a driver of the first vehicle of the appropriate notification associated with the static region of interest based on the distance between the first vehicle and the static region of interest.
