1. A biodegradable multilayer nanocapsule for the delivery of at least one biologically active agent into at least one target cell, wherein said nanocapsule is core-free and characterized by at least first and second layers of biodegradable polymer laid one onto the other, whereby said at least one biologically active agent is layered onto said first layer and covered with said second layer, further wherein:
i. said at least one biologically active agent is a nucleic acid,
ii. said nanocapsule has a diameter of 60 nm to 150 nm, and
iii. said biodegradable polymer forming said first layer is different from said biodegradable polymer forming said second layer.
