               1. A power tap off system (PTOS) for a power distribution system, the PTOS comprising a plurality of PTOS components including:
            a line-side connector assembly configured to connect to an upstream power supply;
                a load-side connector assembly configured to connect to one or more downstream loads;
                a draw-out circuit breaker assembly connected between the line-side connector assembly and the load-side connector assembly, the draw-out breaker assembly including:
                a breaker cradle configured to receive a draw-out circuit breaker, and
                  a racking assembly configured to rack in or rack out the draw-out circuit breaker from the breaker cradle, the load-side connector assembly being disconnected from the line-side connector assembly when the draw-out circuit breaker is racked out from the breaker cradle;
                a shutter assembly including a movable shutter configured to provide a barrier to prevent access to at least line-side electrical components of the PTOS components on the breaker cradle when the draw-out circuit breaker is racked out from the breaker cradle;
                one or more insulated interconnect buses, the one or more insulated interconnect buses comprising:
                one or more line-side interconnected buses configured to electrically connect the line-side connector assembly to the breaker cradle, and
                  one or more load-side interconnected buses configured to electrically connect the load-side connector assembly to the breaker cradle; and
                an enclosure including a plurality of enclosed compartments configured to house the PTOS components, a first enclosed compartment of the enclosed compartments housing the load-side connector assembly and isolating the load-side connector assembly from the line-side connector assembly, the draw-out circuit breaker assembly and the one or more line-side interconnected buses, and the first enclosed compartment configured to allow access to the load-side connector assembly when the draw-out circuit breaker assembly is in a racked-out state and prevent access to the load-side connector assembly when the draw-out breaker assembly is in a racked-in state.
