1. A non-compliant medical balloon, comprising:
a base balloon having a longitudinal axis, said balloon including tapering end sections and an intermediate section located therebetween;
a fiber layer over the base balloon, the fiber layer comprising an inelastic fiber; and a polymer layer over the fiber layer, wherein the polymer layer comprises a film;
wherein the inelastic fiver extends in a substantially longitudinal direction or helically over the base balloon.
