1. A user equipment (UE) for wireless communication, comprising:
one or more memories; and
one or more processors, coupled to the one or more memories, configured to:
determine a transmit power for a MsgA transmission, wherein the MsgA transmission is a grant-free transmission and is associated with a random access procedure;
perform the MsgA transmission using non-orthogonal multiple access (NOMA) in accordance with the transmit power;
determine that the MsgA transmission has failed; and
perform a fallback to a grant-based transmission based at least in part on the MsgA transmission having failed.
