1. A method of a terminal in a wireless communication system, the method comprising:
identifying a state of the terminal,
identifying a power-related parameter associated with the state of the terminal, wherein the power-related parameter includes radio access technology (RAT) associated with the state of the terminal; and
transmitting a terminal message including information corresponding to the power-related parameter to a base station; and
receiving a new configured power-related parameter from the base station based on the transmitted terminal message and operating based on the received new configured power-related parameter;
wherein the operating comprises restricting use of a 5th generation (5G) communication system when the state of the terminal is a power saving mode based on the received new configured power-related parameter.
