1. An access manager that is autonomous for arbitrating access of persons to a guarded zone, the access manager comprising:
a controller including a processor for processing digital information and a memory coupled with the processor, the memory for storing an ID library;
a transducer block coupled with the processor, the transducer block for accessing a plurality of different ID types; and,
an access control block coupled with the processor, the access control block for denying or permitting access to the guarded zone;
wherein the access manager arbitrates a first person's access to the guarded zone based on a biometric ID and one of a first set of two or more available IDs selected from scannable, biometric and cooperative ID's, the biometric ID used to identify the first person and available ID's such that a randomly selected one of the available ID's is used to control access to the guarded zone.
