1. A wireless communication method, comprising:
sending, by a terminal device, a preamble and uplink data, wherein the uplink data is carried on a physical uplink shared channel (PUSCH);
receiving, by the terminal device, scheduling information sent by the network device, wherein the scheduling information is configured to indicate the terminal device to retransmit the uplink data; and
retransmitting, by the terminal device, the uplink data based on the scheduling information;
wherein the scheduling information comprises a plurality of sets of uplink transmission parameters and indication information, wherein the plurality of sets of uplink transmission parameters are configured for the terminal device to select parameters for retransmitting the uplink data, wherein each of the uplink transmission parameters comprises a time domain resource and a frequency domain resource, and the indication information comprises an ID of the preamble;
wherein retransmitting, by the terminal device, the uplink data based on the scheduling information comprises that in response to receiving the ID of the preamble, the terminal device adopts a hybrid automatic repeat request (HARQ) process that is preset on the terminal device in a protocol before an initial transmission of the uplink data to retransmit the uplink data on the time domain resource and the frequency domain resource included in a selected one set of uplink transmission parameters.
