6. A communication system comprising:
a terminal including
a transmitting unit that transmits a result of a measurement of a secondary cell to a base station, and
a control unit that determines, when the terminal transmits the result of the measurement in a predetermined time period that is set according to a power class of the terminal, that the secondary cell is a known cell; and
the base station that receives, from the terminal, the result of the measurement of the secondary cell.
