1. A motion vector generation device to derive a motion vector for a subblock, the motion vector generation device comprising:
a merge prediction parameter derivation circuitry that derives a merge candidate list including a prediction list utilization flag, a first motion vector and a reference picture index;
a matching prediction parameter derivation circuitry that derives a second motion vector for the sub-block and a sum of absolute difference between a first block and a second block by using the first motion vector; and
a prediction image generation circuitry that derives prediction samples based on the second motion vector,
wherein
a minimum cost is modified based on the sum of absolute difference, in a case that the sum of absolute difference is less than the minimum cost.
