1. An information processing device that transmits predetermined information, the information processing device comprising a hardware CPU, the hardware CPU being configured to:
generate a predetermined information identifier capable of uniquely identifying the predetermined information;
segment the predetermined information identifier into n types of identifiers, wherein n is an integer of 2 or more, based on a predetermined rule; and
generate, based on a set of the n types of identifiers, information to be transmitted,
wherein the predetermined information identifier is a ciphertext data generated based on a plaintext data,
each of the segmented identifiers is assigned to a constellation point on an IQ plane representing a phase and an amplitude of an optical signal, and
wherein the hardware CPU is further configured to, subsequent to assigning each of the segmented identifiers to the constellation point on the IQ plane, perform two-dimensional irregular mapping on the segmented identifiers by applying a first irregular mapping in a first direction and a second irregular mapping in a second direction different from the first direction.
