1. A power consumption management method, wherein the method is applied to a computer system, the computer system comprises a first resource area and a second resource area, and the method comprises:
migrating, based on a workload migration condition being met, a workload in the first resource area to the second resource area, wherein a resource provided in the first resource area comprises a computing resource or a communication resource, and the resource provided in the first resource area is used to support the workload in the first resource area;
setting a running status of a device in the first resource area to a lower-power state;
obtaining the first resource area and the second resource area through division based on a saturation of a computing resource or a communication resource in the computer system, wherein the saturation indicates a quantity of to-be-processed tasks; and
wherein a saturation of the computing resource or the communication resource in the first resource area is less than a saturation of the computing resource or the communication resource in the second resource area.
