1. A system for controlling a vehicle, the system comprising:
a vehicle control device configured to collect vehicle information and driver information; and
a server configured to determine a streaming cluster image corresponding to the vehicle information and the driver information based on a learned cluster image;
wherein the vehicle control device further configured to:
determine whether a smart device capable of communicating with the server exists around a host vehicle when the streaming cluster image is not received due to a communication failure with the server, and
receive the streaming cluster image from the smart device when the smart device exists around the host vehicle and is capable of receiving the streaming cluster image from the server.
