1. A safety control system for exercise equipment having a flexible element wound about a spindle driven by a motor, the system comprising:
a circuit for detecting a power loss and for monitoring a motor speed;
a brake; and
a controller capable of applying said brake when a power loss is detected whereby the brake applies a graduated torque based upon said monitored speed to control a payout of said flexible element wherein said graduated torque is zero when said speed is above a threshold value and said graduated torque graduates to full as said speed declines to a zero value.
