1. A device, comprising:
one or more processors configured to:
receive traffic to be forwarded to one or more User Equipment (“UEs”) via a base station of a radio access network (“RAN”);
determine a measure of latency sensitivity associated with the traffic;
receive metrics associated with the base station of the RAN;
determine a rate control weight based on:
the measure of latency sensitivity associated with the traffic, and
the metrics associated with the base station of the RAN;
determine an ingress capacity rate of the base station of the RAN;
determine an egress rate based on the rate control weight and the ingress capacity rate of the base station of the RAN, wherein the egress rate is different from the ingress capacity rate of the base station of the RAN; and
forward at least a portion of the traffic, at the determined egress rate, to the base station of the RAN, wherein the base station outputs the portion of the traffic to the one or more UEs.
