1. A method to encode an image comprising:
determining intra information;
generating a residual block;
performing transformation and quantization to obtain transform coefficients of the image;
determining a scanning mode for the transform coefficients based on the intra information, wherein the intra information is determined based on intra prediction mode information and the intra prediction mode information is for an intra prediction to obtain predicted pixel values;
scanning the transform coefficients based on the scanning mode; and
performing entropy encoding of the scanned transform coefficients,
wherein a direction of the scanning mode is determined to be horizontal when a direction of the intra information is vertical, and
wherein the direction of the scanning mode is determined to be vertical when the direction of the intra information is horizontal.
