1. A valve arrangement for a downhole apparatus having a tubular body having a first tubular port and a second tubular port in a wall of the tubular body, the valve arrangement comprising:
a valve member that comprises,
a first valve port associated with the first tubular port; and
a second valve port associated with the second tubular port, the valve arrangement being,
configurable to be locked in a first locked configuration with the tubular body, such that the first valve port is closed and the second valve port is closed;
configurable to move in response to pressurized activation fluid and be locked in a second locked configuration with the tubular body, such that
the first valve port is open to allow the activation fluid to flow into an activation chamber configured to expand and place the down hole apparatus in contact with a wall of the wellbore, and
the second port is closed; and
configurable to be locked in a third locked configuration with the tubular body, such that the first valve port is closed to the activation chamber and the second port is open to allow reservoir fluid into the tubular body.
