1. A communication method, comprising:
sending, by a terminal device that supports a first user identity and a second user identity, first information to a first access network device using the first user identity, wherein the first access network device is an access network device to which a first cell belongs, wherein the first cell is a primary cell in which the terminal device communicates with the first access network device using the first user identity, wherein the first information comprises first indication information, a frequency band combination list supported by the terminal device, a radio resource control (RRC) status of the terminal device in a second cell, and frequency band information of the second cell, wherein the second cell is a cell on which the terminal device camps using the second user identity, and wherein the first indication information indicates that the first user identity and the second user identity that are supported by the terminal device share capabilities of the terminal device; and
receiving first configuration information from the first access network device using the first user identity, wherein the first configuration information comprises information about a first secondary cell, and wherein the first secondary cell is a secondary cell in which the terminal device communicates with the first access network device using the first user identity.
