1. A base station comprising:
a processor; and
a transceiver;
wherein the processor and the transceiver are configured to transmit configuration information indicating a plurality of physical uplink control channel (PUCCH) resources for transmitting uplink control information (UCI) and one or more thresholds associated with a number of hybrid automatic repeat request (HARQ) bits to be included in the UCI, wherein each of the plurality of PUCCH resources is associated with at least one PUCCH format and a respective number of orthogonal frequency division multiplexing (OFDM) symbols,
wherein the processor and the transceiver are configured to transmit a physical downlink control channel (PDCCH) transmission, the PDCCH transmission indicating to transmit the UCI, and
wherein the processor and the transceiver are configured to receive a PUCCH transmission that includes the UCI, wherein the PUCCH transmission is received using one of the plurality of PUCCH resources and using one of the at least one PUCCH format that is associated with the one of the plurality of PUCCH resources, wherein the UCI includes a number of HARQ bits that satisfies one of the indicated one or more thresholds, and wherein the PUCCH transmission includes a number of OFDM symbols corresponding to the one of the at least one PUCCH format of the received PUCCH transmission.
