7. A radio-resource management (RRM) system comprising:
one or more processors; and
one or more non-transitory computer-readable media storing computer-executable instructions that, when executed by the one or more processors, cause the one or more processors to perform operations comprising:
receiving registration requests from a plurality of network operators, wherein each registration request indicates an availability of a type of spectrum resource provided by the respective network operators and coverage areas associated with the respective network operators;
determining, using the coverage areas, that a first network operator and a second network operator communicate using the type of spectrum resource in an overlapping coverage area;
determining to generate a schedule for the first and second network operators based at least in part on them communicating using the type of spectrum resource in the overlapping coverage area, wherein the schedule dictates quantity of spectrums resources that are allocated to the first and second network operators;
generating the schedule according to which at least the first network operator and the second network operator are allocated use of the type of spectrum resource;
allocating, using the schedule, a first quantity of the type of spectrum resource for use by the first network operator; and
allocating, using the schedule, a second quantity of the type of spectrum resource for use by the second network operator.
