receiving, from the network while in an Radio Resource Control (RRC) CONNECTED state, an RRC Suspend message including a security update parameter;
in response to receiving the RRC Suspend message, entering an RRC INACTIVE state and storing a first security context; and
upon attempting to transition to an RRC CONNECTED state:
generating a second security context from the security update parameter received in the RRC Suspend message;
sending to the network an RRC Resume Request message; and
in response to receiving from the network an RRC Reject message in response to the RRC Resume Request message, discarding the second security context and utilizing the first security context.
