1. A method comprising:
based on comparing a distance value to a threshold, determining that a first encoded video stream is to be transcoded into a second encoded video stream, wherein the distance value corresponds to distances between intra-coded regions in the first encoded video stream; and
generating the second encoded video stream by:
inserting an advertisement into the first encoded video stream; and
transcoding each of the intra-coded regions from the first encoded video stream into intra-coded regions in the second encoded video stream, wherein the second encoded video stream comprises the same or greater intra-coded regions as compared to the first encoded video stream.
