1. A method comprising:
receiving, by a wireless device, an exposure reporting configuration comprising a maximum permissible exposure (MPE) threshold;
determining an uplink transmission power reduction value to satisfy an exposure requirement; and
transmitting, based on the uplink transmission power reduction value satisfying the MPE threshold, a power headroom report (PHR) comprising:
a first field indicating a power state associated with the uplink transmission power reduction value;
a second field indicating a PHR value associated with a cell; and
a third field indicating the uplink transmission power reduction value.
