1. A composition of matter comprising:
a solid pyrotechnic-composition fuel having a surface; and
a coating material coating at least a portion of the surface of the solid pyrotechnic-composition fuel, wherein the coating material comprises one or more networks selected from one or more rigid amorphous networks and one or more crystalline networks each comprising one or more of sp3 and sp2 hybridized carbon atoms.
