1. A first network entity in a wireless communication system, the first network entity comprising:
a processor configured to:
identify a plurality of bits including a first bit, a second bit, a third bit, and a fourth bit, wherein:
the first bit indicates whether data corresponding to a first bit range of seed data is included in a ranging scrambled timestamp sequence (STS) key and initialization vector (IV) information element,
the second bit indicates whether data corresponding to a second bit range of the seed data is included in the ranging STS key and IV information element,
the third bit indicates whether data corresponding to a third bit range of the seed data is included in the ranging STS key and IV information element,
the fourth bit indicates whether data corresponding to a fourth bit range of the seed data is included in the ranging STS key and IV information element, and
a ranging scrambled timestamp sequence is generated based on the seed data;
identify a first field, a second field, a third field, and a fourth field, wherein:
the first field comprises the data corresponding to the first bit range of the seed data in case the first bit is set a value 1,
the second field comprises the data corresponding to the second bit range of the seed data in case the second bit is set a value 1,
the third field comprises the data corresponding to the third bit range of the seed data in case the third bit is set a value 1, and
the fourth field comprises the data corresponding to the fourth bit range of the seed data in case the fourth bit is set a value 1; and
generate the ranging STS key and IV information element that includes the first bit, the second bit, the third bit, and the fourth bit; and
a transceiver operably coupled to the processor, the transceiver configured to transmit, to a second network entity, the ranging STS key and IV information element.
