1. A method of-for small data transmission performed by a user equipment (UE), the method comprising:
receiving, from a base station (BS), a radio resource control (RRC) release message, the RRC release message including a configured grant configuration and a first timer associated with the configured grant configuration, the configured grant configuration indicating an uplink (UL) resource;
transitioning to an RRC_INACTIVE state in response to receiving the RRC release message;
starting the first timer in response to receiving the RRC release message;
determining whether the UL resource is valid, the UL resource being invalid at least when the first timer expires; and
transmitting UL data on the UL resource after the UE determines that the UL resource is valid.
