determining, by a base station of a cellular network, that a mobile device is in an ON period of a discontinuous reception (DRX) cycle;

determining, by the base station, that a number of data units in a buffer corresponding to the mobile device is at least a threshold value, wherein the threshold value is a number greater than one; and

in response to determining that the number of data units in the buffer is at least the threshold value and that the mobile device is in the ON period, initiating transmission, by the base station to the mobile device over the cellular network, of at least some of the data units in the buffer.
