1. A decoder for video bitstream decoding, the decoder comprising:
a processor; and
a memory storing instructions that, when executed by the processor, cause the processor to:
obtain a video bitstream that includes access units, each of the access units including one or more pictures, and each of the one or more pictures correspond to one of a plurality of layers of the video bitstream,
derive, from the video bitstream, one or more output layer sets (OLSs), each indicating a set of layers from the plurality of layers of the video bitstream,
identify a first access unit of the access units,
for the first access unit, when external information for identifying an OLS to be decoded among the one or more OLSs is not available, identify the OLS to be decoded based on a number of layers of each of the one or more OLSs, and
decode the identified OLS.
